[Before you start posting disparaging comments, let me point out that a careful look at the stringer will show that they were not keeping the small tautogs caught.  The minimum size for tautog in Delaware is 16″, which if you note, the size of the “keepers” are noted in the video clip.  You are permitted to keep from 3-5 depending on the time of the year with 2 short closed-seasons.  (See the Delaware Fishing Guide.)

If you have not had the opportunity to try eating tautog, also known as blackfish from around NJ northward, it is a very good eating fish with firm mild tasting meat.]
