Wind @12mph isn’t ideal for spear-fishing because the high waves make murky water even worse. [Before you start posting disparaging comments, let me point out that a careful look at the stringer will show that they were not keeping the small tautogs caught.  The minimum size for tautog in Delaware is 16″, which if you note, the size of the “keepers” are noted in the video clip.  You are permitted to keep from 3-5 depending on the time of the year with 2 short closed-seasons.  (See the Delaware Fishing Guide.)
